Effective Monday, October 5, 2020, Governor Cuomo, identified COVID-19 clusters known as “Hot Spot Zip Codes”. Governor Cuomo believes it critically important to tackle the many clusters within the state where the positivity rate is elevated. To sustain a healthy and safe environment during this unique time, ILA developed Enhanced Safety Procedures for Hot Spot Zip Codes. These procedures, which do not apply to programs outside of the Hot Spot Zip code, are measures that will mitigate the spread of COVID-19. You are kindly requested to follow all these procedures diligently. It is important that we all respond responsibly and transparently to these health precautions. COVID-19 Hot Spot Zip Code Safety Procedures are subject to change congruent with newly issued government guidance, and may even be more stringent as dictated by circumstance. If so, we will update you as soon as possible.
There are three types of Hot Spot Zones: Yellow, a cluster with a positivity concern; Orange, a higher level of concern; Red Zone, the highest level of concern. As of this writing, the procedures are as follows:

In general, indoor gatherings should be limited to 10 people optimally from the same cohort, avoid unnecessary travel, wear face coverings, wash and sanitize hands, and maintain social distance.
